High Priority Task: Cloaking

    Here's what I found out so far.

    Cityscape mode

    1.claoking change turn rate for projectiles according to the formula:
    turn_rate = turn_rate - random(turn_rate*7/4).

    2.Shot with weapons removes claoking:
    if weapon have point_defence(this shot range weapon - Laser Defense Array and Plasma Defense Array) - for 1/2 seconds,
    if not, for 1 second.

    3.claoking reduces the accuracy of attaking weapons.
    weapon_accuracy = weapon_accuracy *7

    4.Not use for LoS.

    Also, the freezing missiles are stopped for exactly 2 minutes.

    Cityscape mode
    Jammer

    1.Jammer twice reduces the frequency of calculation of turn rate.
    2.Jammer not active if:
    - the distance between the projectile and the target is more than 200(ingame divide by 2 and by 16)
    -the relation between the owner the attacked and the attacking ship is no hostile
