One of the very recent revelations on Discord has been that the digital distributions and the CD-ROM versions of apocalypse update all the "Learning AI" files, but only the CD-ROM distributions actually utilise the data

Please find attached, the details of Apocalypse's Learning AI from the Technical Manual supplied in the UK and EU on CD-ROM but on no other release it seems...

As the functionality was listed in Vanilla release, and in the manual, and some versions of the game do include these files being used hopefully someone will consider bringing this functionality to the OpenApoc 1.0 release or soon after.

Apocalypse was always meant to learn from player actions and strategy, as well as provide a different play experience each time. Sadly, it appears this only works on SOME versions of the vanilla game.

At present, only the United Kingdom and Non-German EU release are known to include these files and the appropriate listing in the tech manual.

EDIT: Steam release also contains the files, but does not appear to actually "learn".

That;s correct the one with the 0 is installed with the game on some releases.

Currently i believe Steam installs with the "0" one but whilst it generates further files in play, doesnt appear to actually "learn"
The original UK/EU version installs with the ones as per the tech manual above and seems to "learn" as expected/claimed
GOG according to Yataka over discord doesn't include any of these files and the AI remains pretty dumb
Other versions im still waiting to hear on

It appears that different regions may have been given slightly different versions at different times of the beta-final cuts to the game (which is kind of expected given staggered releases of the time) so how well implemented the function is seems to differ...

Last few week sof Apoc development were very chaotic as things were cut or bodged for release.

Skin is currently looking at several versions of the files i believe...
